Bothell West is an unincorporated Census-designated place, so it has no city elections clerk. Snohomish County Elections, part of the County Auditor's office, administers local registrations and ballots. Its public counter is at 3000 Rockefeller Avenue, Administration West first floor, Everett. The office lists 425-388-3444, elections@snoco.gov, and weekday hours of 9 a.m. to 5 p.m., subject to holiday and election-period changes.
The Washington Secretary of State has authority over the centralized database under RCW 29A.08.125. That division matters. County staff remain the right contact for a resident's local service issue, but the Secretary of State is now the producer for statewide voter-database extracts. A Bothell mailing line can also be misleading because the incorporated City of Bothell and Bothell West are different jurisdictions. The Snohomish County address, not the mailing label alone, controls local election administration.

Washington law draws a firm line between the confidential paper registration form and fields released from the automated voter record. Under RCW 29A.08.710, public fields include the voter's name, address, political jurisdiction, gender, year of birth, voting record, registration date, and registration number. The phrase voting record means elections in which the voter received credit for taking part. It never shows how a ballot was marked.

Confidential under Washington law. The original form, full birth date, driver-license or state-ID number, partial Social Security number, registration agency, decision not to register, and protected-voter information are not public. RCW 29A.08.710 and RCW 29A.08.720 govern the split.
Future Voter data also remains exempt until the young person turns 18 or becomes eligible for the next covered election, apart from ballot-processing needs. These rules explain why VoteWA can use a full birth date to authenticate a voter even though a released file shows only the year.
Bothell West Rolls Have No Party
Washington does not register voters by political party. A Bothell West voter record therefore has no party-affiliation field to search, request, or infer. A person's choice in a primary is not a substitute for a registration label, and the secret ballot prevents the voter database from showing candidate or measure choices.
This distinction avoids two common reading errors. A record of participation says only that the person was credited as voting in a named election. It does not disclose a vote. Never attempt to reverse-engineer or republish an ACP address. The protection is a safety measure, not a missing-data problem to solve.

The Washington voter database extract form supplies public data as a delimited CSV file inside a ZIP download. Choose Snohomish County for local scope or the statewide option when that broader geography is lawful and needed. The extract covers active voters, current and prior-year voting history, plus district and precinct data. It is refreshed at the start of each month, normally by the end of the first business day. No fee is displayed on the state form.

Bothell West Voter File Columns
The public extract contains more detail than a personal VoteWA session needs to display. Identity columns include StateVoterID, first, middle, and last names, suffix, year of birth, and gender. Address columns break the registered address into street number, fraction, name, type, unit, directions, city, state, and ZIP. Separate mailing fields can hold three address lines, city, state, ZIP, and country.
Election geography appears through county code, precinct code and part, legislative district, and congressional district. Registrationdate, LastVoted, and StatusCode describe enrollment and participation timing. Additional voting-history and district-to-precinct files can be joined through StateVoterID or county and precinct keys. A join means matching the shared key across files. It does not expand what the law allows a requester to do with the data.
Bothell West has no separate municipal voter file. Its residents appear within the Snohomish County portion of the statewide database, and district or precinct fields provide a safer geographic filter than treating every “Bothell” mailing address as the same jurisdiction.
Bothell West Registration Status Changes
Washington uses active and inactive categories, while Future Voters remain pending until eligible. Under RCW 29A.08.620, county auditors process postal address-change information. An in-county or in-state move can lead to an update and acknowledgment. An out-of-state change or undeliverable mail can move a registration to inactive status with a confirmation notice.
An inactive voter registration can return to active when the voter updates or confirms it, votes, or attempts to vote before two federal general elections pass. If none of those events occurs, the registration may be cancelled. Confirmed death, registration in another state, or a signed voluntary or out-of-state notice can also cause cancellation after required checks. State maintenance draws on matches with licensing, corrections, health, federal Social Security, and other agency data.
Inactive is not the same as erased. A Bothell West voter who sees an unexpected status should use VoteWA or contact County Elections before drawing a conclusion from an old list.

Misuse carries serious penalties. Under RCW 29A.08.740, prohibited commercial advertising or solicitation use is a class C felony, with up to five years, a $10,000 fine, or both. Civil damages can reach $5 per item, with possible attorney fees and joint liability.
Voter data must never be used to stalk, threaten, harass, or expose a protected person. Washington separately penalizes stalking, threats, and some electronic harassment. Keep downloaded records secure, limit access to the stated lawful purpose, and avoid redistributing fields that could place a person at risk.
Historical Bothell West Voter Records
VoteWA is built for current self-service, not family-history research. For older evidence, begin with the Washington State Archives research routes. Archives holdings may include voter registers, election returns, and poll books where records survive. A poll book is an election record of people credited with appearing or voting; it does not reveal their ballot choices.
The State Archives Northwest Regional Branch serves Snohomish County and is the most relevant archival contact for Bothell West. The inspected catalog did not establish a reliable Snohomish voter-register or poll-book year span, so contact the branch with a name, approximate date, and place before planning a visit or copy request.
Historical geography needs care. Snohomish County was organized in 1861, but that date does not mean every voter series begins then.
